Participants candidly acknowledged the current system&#8217;s shortcomings: fragmented agency coordination, delays in reporting, difficulty preserving digital evidence, and limited investigative capacity, and agreed that technology alone is insufficient; legal, procedural, and governance reforms must advance in parallel.
