28 June, 2023, Bengaluru: The Centre for Public Policy (CPP) at IIM Bangalore will host a seminar by Prof. Travis Lybbert, University of California, on his paper, ‘Striving to Revive Pulses in India with Extension, Input Subsidies, and Output Price Supports’, at 3 pm on 14th July 2023. The session would be moderated by Prof. Gopal Naik, Chairperson, Centre for Public Policy, IIM Bangalore. Prof. Naik is also Senior Fellow and Jal Jeevan Mission Chair Professor at the Centre for Public Policy.

Synopsis of Paper: Pulse production in India has stagnated relative to staple grains and cash crops, raising concerns about rural protein consumption. The research experimentally evaluates an effort to increase local pulse production in Bihar. This intervention consisted of two years of input subsidies and extension to facilitate learning, followed by one year of output price support to raise profitability. Farmers respond to price signals by expanding inputs when subsidized and increasing pulse sales under price supports. However, no evidence is seen that the program shifted equilibrium production portfolios as pulses return to pre-intervention levels after the support ends. Results indicate that lack of farmer knowledge is not the main bottleneck to local pulse production.
Speaker Profile: Dr. Travis J. Lybbert, a Professor at the University of California, Agricultural & Resource Economics Department, works on topics in applied microeconomics ranging from poverty dynamics, hope and aspirations, and nutrition to digital financial inclusion, agricultural technology adoption, and innovation policy. Collaborating with researchers, students, NGOs, governments and private firms, he has lived and worked in India, Haiti and throughout Sub-Saharan Africa, North Africa and Europe. He has held visiting researcher appointments at the Intellectual Property Division of the World Trade Organization, at the Economics and Statistics Division of the World Intellectual Property Organization, and at universities in Ghana, Germany, Sweden and the Netherlands. He served as Co-editor of the American Journal of Agricultural Economics and was a Fulbright Scholar in Morocco before earning his PhD in Applied Economics from Cornell University. He is a Member of the Standing Panel for Impact Assessment of the CGIAR and an Affiliate of the Center for Effective Global Action at UC Berkeley.
