Centre for Public Policy conference papers on urban infrastructure and PPP published by Routledge

Routledge - an imprint of Taylor & Francis Books - has recently published two volumes, edited by IIMB professors G. Ramesh, V. Nagadevara, Gopal Naik and Anil B. Suraj, based on selected papers presented at the Third International Conference on Public Policy and Management, organized by the Centre for Public Policy at IIMB and held at the IIMB campus in August 2008. The titles are:

Urban Infrastructure and Governance

This book contains a selection of papers grouped into sub-themes of Urban Growth and Plan, Governance through Partnership and Participation, and Financing Urban Infrastructure. These papers are written in the context of providing for urban growth and infrastructure through better governance and financial reforms. With several cases from developing nations, the book dwells into policy as well as implementation, and the governance of the same in terms of institutional processes, partnerships and participation, and financial reforms. It brings in fresh insights on partnerships and participation in relation to governance. One of the highlights of the book is that it looks at financial mobilization and reform as a strategy for governance and how these itself can be an instrument of governance.

Public-Private Partnership

The collection of papers brings out the complexities in public-private partnerships (PPP) in terms of types, conceptualization, structure, institutions, and financing. It covers a broad sweep ranging from infrastructure to services and utilities; from global to Indian states. The methodology is primarily empirical but the thrust is on conceptualization of PPP in its various forms and frameworks. PPP is still a practitioner's field but is growing in size and significance; and is a solution to failures of public system and the consequent privatization. It is a major attraction to policy makers and funding agencies given its middle of the road approach. The papers seek to raise several important conceptual issues and address some of them.

About the Editors

G Ramesh is with the Centre for Public Policy at IIMB and is currently Chairperson of the Post Graduate Programme in Public Policy & Management. He is a Fellow of IIM Ahmedabad with specialization in finance and accounts. He specializes in cost management, management control performance management system, and regulation.

Vishnuprasad Nagadevara is a professor in the Quantitative Methods & Information Systems area at IIMB. He has a Doctorate from Iowa State University in economics and operations research. His current interests are data mining, operations research and project management.

Gopal Naik is professor in the Economics & Social Sciences area at IIMB and is currently Chairperson of the Fellow Programme in Management. His areas of research are evaluation of national commodity exchanges, policy impact on technology adoption in agriculture and asymmetric information in agricultural markets.

Anil B Suraj is with the Centre for Public Policy at IIMB. He did his post-graduation from the National Law School of India University (NLSIU) and has undertaken doctoral work in law, specifically on the defensive mechanisms under the WTO. He teaches core courses for doctoral and post-graduate students at IIMB on public administration and law; legal and institutional dynamics; and business law.
