Consumer Citizenship and Social Inclusion

Amita Baviskar, Professor, Institute of Economic Growth, University of Delhi
Prof Baviskar received her Bachelor of Arts and Master of Arts degrees in Economics and Sociology respectively from the University of Delhi in 1986 and 1988. Professor Baviskar then obtained a Ph.D. in Development Sociology from Cornell University in 1992. She is co-editor of India’s flagship sociology journal Contributions to Indian Sociology along with Nandini Sundar. She is on the Boards of several academic journals and non-governmental organizations working on environmental and social justice issues. Her research interests include environmental politics with a focus on social inequality and resource conflicts, environmental and indigenous movements, the anthropology of development, urban environmental politics, state formation and the environment in South Asia.

In recognition of her contributions as an outstanding analyst of social and environmental movements in modern India, Prof Baviskar was awarded the Infosys Prize in Social Sciences – Sociology in 2010.

Ashwini Deshpande, Professor, Delhi School of Economics
Prof Deshpande’s PhD and early publications have been on the international debt crisis of the 1980s. Subsequently, she has been working on the economics of discrimination and affirmative action issues, with a focus on caste and gender in India, as well as on aspects of the Chinese economy: role of FDI in the reform process, regional disparities and gender discrimination. She has published extensively in leading scholarly journals. She is the author of Grammar of Caste: Economic Discrimination in Contemporary India (2011).

Prof Murthy’s research and teaching interests are in the field of Optimization and Simulation, especially in their applications to logistics management and service industries. She is the chair of ‘Committee on Inclusion’ and ‘NSR Pre-Doctoral Fellowship Programme’ at IIMB.

Meenu Bhambhani
VP & Head, Corporate Social Responsibility, Mphasis

Dr Bhambhani is a seasoned CSR and Development Sector Professional with close to 20 years’ of experience in creating inclusive solutions for the underserved and unrepresented communities. At Mphasis, she has been leading Corporate Social Responsibility function for over 10 years now. She has played a pivotal role in institutionalizing CSR and aligning it with Mphasis core business and vision. Under her leadership, Mphasis CSR has received wide recognition both nationally and internationally including recognition by the President of India as the Best Inclusive Employer for Persons with Disabilities.

Arundhati Bhattacharya, Former Chairperson, State Bank of India
Ms Bhattacharya is the first woman to be the Chairperson of State Bank of India. In 2016, she was listed as the 25th most powerful woman in the world by Forbes. She is the only Indian listed on Fortune's world's greatest leaders list ranked at 26.

Prabodh Seth, Department of Empowerment of Persons with Disability, Ministry of Social Justice and Empowerment
Dr Prabodh Seth is a 1989-batch Indian  Revenue  Service (Income Tax) Officer.  He has worked in various positions, including as Commissioner of Income Tax at different places in the country. Dr Seth did his Master’s Degree in Economics from Lucknow University and did his PhD in Economics from Kanpur University. While in service, he did M.Sc. in Public Economic Management and Finance from University of Birmingham, UK and M.Phil. in Defence and Strategic Studies from University of Chennai. In his carrier spanning around 29 years, Dr Seth has worked in various positions in the Income Tax Department as Assistant Commissioner/Deputy Commissioner/Additional Commissioner/Commissioner of  Income Tax in Delhi and other neighbouring areas.

Shanti Raghavan, Founder, EnAble India
Ms Raghavan has rich grassroots experience in livelihoods of persons with disability for over 16 years. Her single-minded focus is combined with infectious energy and a sense of humour. She is an Ashoka fellow, a social entrepreneur, a change agent who is able to inspire and build synergies between different stakeholders with her mantra “I see me in you”. She is on the governing council of Skill Council for Persons with Disability.

Terms of Reference of the Fifteenth Finance Commission

M Govinda Rao, Emeritus Professor, National Institute of Public Finance and Policy
Prof Rao was a Member of the Fourteenth Finance Commission (2013-14). Prior to that, he was the Director, National Institute of Public Finance and Policy (2003-13), Director, Institute for Social and Economic Change, Bangalore (1998- 2002), and Fellow, Research School of Pacific and Asian Studies, Australian National University, Canberra, Australia. He was a Member of the Economic Advisory Council to the Prime Minister (2004-2013), Member of Financial Sector Legislative Reforms Commission (FSLRC); Member, High Level Expert Committee on Universal Health Coverage; Member, High Level Expert Committee on Efficient Management of Public Expenditure. His research interests include, tax policy and reforms, public expenditure management, state and local finance, fiscal decentralization and federalism.

Arghya Sengupta, Founder and Research Director, Vidhi Centre for Legal Policy
Mr Sengupta was awarded the Rhodes Scholarship and graduated with a distinction in the BCL at Oxford University. He went on to be awarded a DPhil in Law at Oxford University, where he taught for two years as a Lecturer in Administrative Law at Pembroke College.

Balveer Arora, Professor, Jawaharlal Nehru University
Prof Arora’s teaching and research areas are: Indian Government and Politics; Federalism, decentralisation and Centre-State relations in India; Federal governance: structures, institutions and processes; Political parties, elections and federal coalitions in India; Indian Constitution and Political Institutions; Comparative constitutions, political institutions and governance. He was Conferred the title of Knight in the Order of the Legion of Honour (Chevalier in the Ordre de la Legion d’Honneur) by the President of France in 2011. It is the highest civilian award conferred by the French Republic, for distinction in any field of human endeavour.

Pinaki Chakraborty, Professor, National Institute of Public Finance and Policy
Prof Chakraborty is also an Honorary Research Scholar at Levy Economics Institute, New York. He was Economic Adviser to the Fourteenth Finance Commission of India, a constitutional body appointed by the President of India quienquennially for the division of federal resources between Union and States. He was a Member of the Third Union Territory Finance Commission, appointed by the Ministry of Home Affairs, Government of India to determine the quantum and principles of resource transfers from the Union Government to the Local Governments in centrally administered Union Territories.

Emerging Skill Development & Regulatory Ecosystem

KP Krishnan, Secretary, Ministry of Skill Development and Entrepreneurship, Government of India
An IAS officer of the 1983 batch, Dr Krishnan was educated in Economics at St. Stephens College and Law at the Campus Law Centre, University of Delhi. He did his PhD in Economics from IIM Bangalore.Before becoming Secretary, Ministry of Skill Development and Entrepreneurship, he served in various positions in GOK, GOI and the World Bank – primarily in the areas of Economic Affairs, Rural & Urban Development. He has authored a number of reports and published many academic papers. In 2012, Dr. Krishnan held the BoK Visiting Professorship in Regulation in the University of Pennsylvania Law School. Dr Krishnan was conferred the Distinguished Alumni Award of IIM Bangalore in 2017.
