Policy writing course for Government officers

Offered by faculty of IIMB’s Management Communication area, the course has been introduced to the current cohort of the Post Graduate Programme in Public Policy & Management

23 February, 2024, Bengaluru: In a first-of-its-kind, the current cohort of the Post Graduate Programme in Public Policy and Management (PGPPM) offered by IIM Bangalore has been introduced to a policy writing course by the faculty of the Management Communication area of the institute. 

The course has been offered in Term 2 and will be offered as an extension in Term 4 of the programme. The current cohort comprises participants posted with the Department of Revenue, Ministry of Finance; Indian Railways; Rural Development Department, Government of Tamil Nadu; Reserve Bank of India; Vice President Secretariat; Ministry of Railways/Accounts; Railway Board, among others. 

Two guest sessions were facilitated by the course faculty Dr Deepti Ganapathy, Chairperson, Centre for Management Communication and faculty of the Management Communication area of IIM Bangalore.

Dr Raj Khatri, Retired Additional Chief Secretary, Government of Karnataka, while addressing participants of the course, said that the genesis of any policy lies within the Constitution of India. He viewed the participants’ presentation of a policy brief and underscored the need to link each policy to the fundamental rights enshrined in the Constitution of India. He delved into the significance of effective communication and pointed out that, “Employing precise language and appropriate tone when drafting policy is of paramount Importance in making it accessible to different segments of the audience.”

During another session with PGPPM participants, Dr Sumitra Chowdhury, IES Officer who recently superannuated as Director (Financial Stability), Department of Economic Affairs, Ministry of Finance, Government of India, discussed how citizens and non-government institutions play a significant role in influencing public policy. In her official capacities that have ranged from postings in the Embassy of India in Washington to setting up the BRICS New Development Bank and BRICS Contingency Reserves Arrangement, she has authored a number of policy papers, background papers and briefs on issues related to financial sector reforms, economic diplomacy, G20 finance track issues, and so on. “Writing policy notes and briefs for audiences who are not part of the policymaking process is a challenge to be addressed”, she said. She also stressed on the importance of highlighting solutions to showcase India's policy to its important stakeholders. 

IIMB hosted the inauguration and orientation of the 20th batch of the Post Graduate Programme in Public Policy and Management on 3rd October 2023. The re-designed PGPPM is a 40-week modular and hybrid PG Diploma programme, which is aimed at enhancing efficiency, leadership and management skills among policy makers and administrators. PGPPM now has online and on-campus components where students engage with the IIMB learning ecosystem in multiple ways. PGPPM alumni occupy senior positions focused on applying public policy and managerial principles in different roles in Government ministries and organizations, in the private consulting and corporate space, UN bodies, and the broader social sector.
