1 July, 2025, Bengaluru: The Centre for Public Policy (CPP), the independent public interest-oriented policy think tank housed at IIMB, will celebrate 25 years of service with a foundation day lecture by Dr. Pramod Kumar Mishra, Principal Secretary to the Prime Minister of India. The event will take place on 9 July 2025, at 4:00 PM, in the Institute auditorium.

CPP will also host an internal event featuring a panel discussion on ‘CPP experience in Public Policy Research and Education’, with former and current Chairs of the Centre, who will reflect on its evolution, contributions, and future directions. The session will be held on 10 July, from 2:00 PM to 3:30 PM, in Classroom N-001.
Since its inception in 2000, CPP has engaged in pioneering research, teaching, training, and capacity-building to influence policy discourse and build catalytic pathways that improve systems of governance. The Centre was established by a partnership agreement between the Department of Personnel and Training (DoPT), Government of India (GoI), the United Nations Development Programme, and IIMB.
To develop evidence-based research across domains of innovation, regulation, policy-making, administrative and organizational reform, public-private partnerships, and IT in the government sector, CPP engages with a variety of stakeholders/partners. These agents include the Central and State Government agencies, legislative bodies, national and international academic institutions and policy agencies, NGOs, private industry, and individuals.
About the speaker
Dr. P.K. Mishra, Principal Secretary to Prime Minister of India, has a career profile comprising research, publications, policy formulation and programme / project management. He has varied work experience in management of programmes relating to agriculture, disaster management, power sector, infrastructure financing, and regulatory issues.
His international experience includes research and academic work for over four years at the Institute of Development Studies (UK), negotiation and execution of ADB and World Bank projects, member of the Governing Board of the International Crop Research Institute for Semi-Arid Tropics (ICRISAT) and participation as expert/resource person in several international conferences.
As a part of the Prime Minister’s Office since 2014, Dr. Mishra is credited with introducing transformative changes, particularly appointments to senior positions, in human resource management and effective monitoring of development initiatives. He played a key role in the Government of India’s effective response to the unprecedented COVID-19 challenges.
As Chairman of the Coordination Committee on India’s G20 Presidency – to coordinate activities of working groups, meetings across States, approaches to substantive issues, preparedness for the Summit, and harmonising functions of various Ministries and other relevant agencies - he played a key role in its success.
As Secretary to the Government of India, Ministry of Agriculture during 2006-08, Dr. Mishra was actively involved in path-breaking national initiatives such as the National Agriculture Development Programme (RKVY) and the National Food Security Mission (NFSM).
He published a book entitled The Kutch Earthquake 2001: Recollections, Lessons and Insights in 2005. He wrote a book entitled Agricultural Risk, Insurance and Income, published in the UK in 1996. He has edited a book on Agricultural Insurance for the Asian Productivity Organization, Tokyo. A recently published book titled Recalibrate: Changing Paradigms contains five chapters contributed by him. He has published a number of papers in national and international journals and has been invited to many international conferences as a resource person and to present papers.
He has a Ph.D in Economics/Development Studies from the University of Sussex, UK. He completed an M.A. degree in Development Economics at the University of Sussex in 1990, when his academic performance was rated outstanding by the university. He also completed an M.A. in Economics with a first class at the Delhi School of Economics.
In 2019, he was conferred with the United Nations SASAKAWA Award, the most prestigious international award in disaster management.
