IIMB announces admissions to the tenth batch of Post Graduate Programme in Public Policy and Management

The Indian Institute of Management Bangalore (IIMB) has announced admissions to the tenth batch of the Post Graduate Programme in Public Policy and Management (PGPPM), starting in June 2011.

PGPPM is one of the initiatives of IIMB in developing policy professionals and public systems managers in the Government sector. It has been a successful engagement with the Government and is supported by the Department of Personnel and Training (DoPT) of the Government of India. With support from the United Nations Development Programme (UNDP) and the Government of India (DoPT), IIMB established the Centre for Public Policy (CPP) in the year 2000. The Center for Public Policy at IIMB has emerged as a think tank of public policy professionals. CPP has been following multi-pronged strategy of excellence in research and scholarship, and education and training. PGPPM is one of its strategic initiatives.

"PGPPM is a unique programme in that it is a Public Policy Programme offered from a Management School. The participants stand to gain from exposure to faculty from the public policy area as well as various management disciplines and also have the advantage of taking electives from the other management programmes of IIMB. This helps in focusing the programme on policy-making as well as policy execution skills. It has been uniquely designed to meet the requirements of policy sphere of India and other developing countries," says Professor G Ramesh, Chairperson Post Graduate Programme in Public Policy and Management. Participants learn not only technical and analytical skills but also soft skills in the areas of leadership, communication and organizational behavior. The programme also encourages specialization in a public policy area.

Over the past ten years PGPPM has contributed towards developing a sizeable group of public policy professionals within the Indian government. The programme was initially started for mid-career officers from the All India and Central Services. It is now being extended to candidates from outside the government sector also as it was felt that there is large segment of people from think tanks and NGOs, PSUs and utilities, regulatory agencies, and private sector operating in infrastructure, communication and social sector who would stand to gain from this programme. The boundaries between public and private have got blurred with 'Public Private Partnership' (PPP). It is proposed to select 20 to 25 participants from the open candidates and 30 from the government.

Opening it to outside candidates, has given a new edge to the pedagogy of PGPPM and the learning process. The class comprises Government officials as well as students from non-government sectors facilitating a free exchange of ideas and cross-learning. Considerable synergies exist among the private and public sectors and this supports cross- learning. This strategy is also in line with the global model of delivery of public policy programmes in leading schools.

There is also a component of international immersion. In this module, the students gain international exposure and perspective on public policy at the Maxwell School at Syracuse University in New York.

In addition to course work and guest lectures, a very important aspect of the PGPPM is the master level dissertation to be undertaken on a public policy issue. Over the years the programme has built a huge repertoire of studies on public policy and public systems themes undertaken by these participants.
