IIMB welcomes 28 professionals to the 2019-20 batch of the Post Graduate Programme in Public Policy & Management

22 April, 2019, Bengaluru: “IIM Bangalore’s vision statement talks about excellence in innovation - for business, government and society. Innovation should not only be exercised in entrepreneurship, but also in public policy and government,” said Professor G. Raghuram, Director, IIM Bangalore, during the inauguration of IIMB’s Post Graduate Programme in Public Policy & Management (PGPPM) 2019-2020 batch, here today.

Welcoming the new batch, Prof Raghuram said that the programme was sure to be a transformational experience for them. “The diversity of the participants who come from various sectors, and the mix of DoPT and non-DoPT candidates, bring in different perspectives and foster healthy learning opportunities.”

While sharing his thoughts on Public Policy, Prof. Raghuram said: “The idea that we need more governance and less government is gaining prominence. The Public Private Partnership (PPP) model is a vital element. In fact, with the help of PPP, in 20 years we have been extremely innovative as a country, in spite of regulations, crony capitalism, environmental issues, etc. All this has been possible because of innovation, and a lot more still needs to be done. As a country, government is the single largest economic player, hence innovation in government, and in Public Policy, is vital. This is where a programme like the PGPPM is significant because of its impact.”

Talking about the programme’s prominent alumni base, he said: “Dr. Hasmukh Adhia, who has served as Finance Secretary and Revenue Secretary of India, is our Distinguished Alumnus.”

Prof. Raghuram also urged the programme’s students to participate enthusiastically in the activities of the programme, like international immersion, and the Centre for Public Policy (CPP) conferences.

Listing the pluses of being a student of IIMB, he stated that the faculty, who have expertise in diverse areas like economics, finance, and more, work on Public Policy issues as well. “You can reach out to them for guidance”.

He added that, “A good policy is one which implements itself. That is what this programme will help you learn. Through the PGPPM, you will get the opportunity to learn multiple perspectives. The course also entails a lot of homework. The educational environment is that of focussed work, and through that a journey of self-discovery of your full potential.”

He concluded by quoting from IIMB’s motto ‘तेजस्वि नावधीतमस्तु (tejasvi navadhitamastu)’, which translates as ‘let our study be enlightening’. “By ‘our’, we mean not only the students, but the learning facilitators as well,” he said.

Earlier in the evening, Professor Anil B Suraj, Chair, Post Graduate Programme in Public Policy and Management and faculty in the Public Policy area of IIMB, introduced the incoming batch and gave an overview of the programme. This year, 19 DoPT and nine open candidates have registered for the programme. The DoPT candidates are from diverse sectors like the Ministries of Railways, Defence, Commerce and Industry, Finance, Environment, Communications, and hail from different parts of India. Their experience level ranges from around five years to 27 years.

The non-DoPT candidates come with experience in areas like Marketing, Operations, Sales, Programme Management, Software Development, Engineering, etc. Their experience level ranges from 51 months to 149 months.

In his address to the new batch of PGPPM students, Professor Abhoy K Ojha, Dean, Academic Programmes, briefed them about the administrative set up of the institute and the programme, other programmes, and associated activities like placements. Discussing the nature of engagement required from the students for this programme, he said: “Keep reminding yourself that you are students at IIMB, although you all have some amount of work experience and are part of a talented group. You have to display high standards of ethical behavior. Do not just rely on learning inside the classroom – try to learn from one another. The learning from your highly talented classmates would be really valuable and the network you develop in the process will help you in the future. So, learn well from the formal sessions, international immersions and from each other, and be great ambassadors of the programme.”

Professor Gopal Naik, Dean, Faculty, spoke of the impact that a programme such as the PGPPM has on society, as is evident from the achievements of the illustrious alumni of the programme. “We want to bring in a broader perspective on policy making and skills to use in gathering evidence or analyzing data in order to design, implement, monitor and evaluate policy. We want to give you complete knowledge of the policy cycle – a better way of evolving and implementing policy, which in turn will bring in better results.”

Wishing the students well he urged them to make the best use of their time at IIMB. “There are faculty members here who have deep interest in Public Policy and have done relevant, extensive and good work in the area. Seek their inputs and enhance your learning,” he added.
