The Center for Digital Public Goods (CDPG) at IIMB and Protean eGov Technologies Ltd. to launch the first annual assessment of India’s DPI landscape

3 December, 2025, Bengaluru: IIM Bangalore will host the launch of the inaugural edition of the ‘State of DPI in India 2025’ report, commissioned by Protean eGov Technologies Ltd. and developed by the Center for Digital Public Goods (CDPG) at IIM Bangalore, on 4 December, from 6 pm to 8 pm, at the IIMB auditorium. The report marks the beginning of an annual effort to systematically document and analyse the evolution of Digital Public Infrastructure (DPI) across key sectors in India. Following the launch of the report, discussions on India’s DPI journey, sectoral readiness, and policy priorities will be held.

Mr. Harpreet Singh Anand, CHRO, Protean eGov Technologies Ltd., will deliver the opening remarks. A fireside chat with Protean leadership, Mr Suresh Sethi, MD and CEO, and Prof. R Srinivasan, Chairperson, CDPG, will feature discussions on the collaborative approach that went into the design and development of the first-of-its-kind assessment that has documented empirical evidence from key sector leaders, regulators, and domain specialists.

The first edition focuses on two sectors that represent contrasting stages of DPI adoption: financial services, where DPI implementation has seen significant maturity and impact, and healthcare, where adoption is still nascent and faces structural and operational challenges. Through this dual-sector lens, the report aims to highlight the transformative potential of DPI and elucidate the critical gaps that need to be addressed for inclusive and sustainable progress. The Centre undertook a rigorous process of stakeholder interviews, data collection from diverse sources, and analytical synthesis to arrive at the insights presented in this report.

On leading the initiative, which consists of research contributions by IIMB doctoral programme scholars and alumni, Prof. Srinivasan said, “I aspire for this report to become an authoritative source of data, insights, and policy guidance on India’s DPI journey – tracking its status, measuring its progress, and identifying priorities for future action”.

Serving as an evidence-based resource, the report will offer policy-relevant insight, supported with data and analysis, for stakeholders working to strengthen India’s digital public infrastructure and advance an inclusive, citizen-centric ecosystem. It also documents India’s emerging ‘middle-path’ approach to digital governance, where public infrastructure, private innovation, and consent-based data systems operate in tandem.
