India Policy Workshop for MLAs organised at IIMB

The Centre for Public Policy at the Indian Institute of Management Bangalore (IIMB) in association with PRS Legislative Research organised The India Policy Workshop for MLAs on April 18 - 21, 2011 at the IIMB campus.

State legislatures pass a number of laws each year addressing complex issues.  They cover subjects ranging from microfinance, land acquisition, honour killings, to the impact of pesticides on health.  Legislative matters have increasingly become more technical information and require specialist inputs to be framed as effective public policy.

Unlike other large democracies, legislators in India do not have access to any institutional research support.  Access to formal support of the civil service is available only to government Ministers. This makes it difficult for the MLAs to prepare for debates on a wide range of issues.

However, in every state, there are MLAs who are proactive and are willing to seek out information which will help perform their role better. To reach out to this select set of MLAs, PRS Legislative Research and Indian Institute of Management Bangalore organised a 4-day policy workshop for MLAs. 

 

About the Workshop

The India Policy Workshop is for MLAs who want to be more effective legislators and assume positions of greater influence in state and national policymaking.  The unique workshop is for the rising stars who want to imbibe new approaches to policymaking and build professional networks with MLAs from different states.  The programme is led by distinguished faculty from internally reputed institutions including Harvard, IITs and IIMs.

The 4-day workshop for MLAs was held at the IIM Bangalore campus. It was attended by 23 legislators from 10 states across political parties.  MLAs from Rajasthan, Odisha, Uttar Pradesh, Andhra Pradesh, Manipur, Maharashtra, Uttarakhand, Gujarat, Haryana and Madhya Pradesh participated in this workshop.

C V Madhukar, Director, PRS Legislative Research said, "The Policy Workshop is an endeavour by PRS to engage with policy makers in the states. It is important that they have access to the best available knowledge resources. PRS is proud to partner with the IIM Bangalore for this workshop, and expects to provide continued research support to MLAs in the months ahead."

MV Rajeev Gowda, Chairman of Centre for Public Policy at IIMB said, "We have been actively working with civil servants over the years.  We are excited about strengthening our efforts to work with elected representatives.  Working with a reputed organisation such as PRS Legislative Research ensures continued engagement with the participating MLAs".
