MoU envisages faculty and student exchange; joint research
 

A Memorandum of Understanding on Cooperation between Indian Institute of Management Bangalore and HCM National Academy of Public Administration (HCMA), Hanoi, Vietnam was signed after the high-level discussions between Prime Minister Manmohan Singh and General Secretary Nguyen Phu Trong of the Communist Party of Vietnam, in New Delhi, on November 20, 2013.

The MoU was signed and exchanged by IIMB's Director In-charge Dr. Devanath Tirupati and Vice President of HCMA Prof. Truong Thi Thong, in the presence of Prime Minister Manmohan Singh and General Secretary Nguyen Phu Trong of the Communist Party of Vietnam.

MoU envisages faculty and student exchange; joint research

After the banquet hosted by Prime Minister Manmohan Singh in honour of the visiting General Secretary, Dr Singh remarked that he would like IIMB to sign more such agreements.

 

The MoU between IIMB and HCMA envisages the following:

i. Exchange of faculty members;

ii. Exchange of students;

iii. Joint research activities;

iv. Participation in seminars and academic meetings;

v. Exchange of academic materials and other information;

vi. Special short-term academic programmes, including training programmes;

vii. Joint study and research programmes;

viii. Study tours of Administrative Managers / Coordinators / Students / Researchers.

The cooperation will be focused, initially, on the following areas:

(i) Public Policy

(ii) Entrepreneurship

(iii) Corporate Governance

(iv) Training for executives from public and private sector enterprises

(v) Social Sciences

(vi) Student and Faculty Exchanges

Background

A delegation from IIM Bangalore comprising N. Ravi, Senior Fellow, Centre for Public Policy, and Professors Vandana S. Patel and Sankarshan Basu had visited Vietnam in the last week of August 2013. During the visit, a meeting was held with the President of the Ho Chi Minh National Academy of Politics and Public Administration (HCMA), in Hanoi, Vietnam.

At the interaction, a request was made by the Vietnamese institution for signing a Memorandum of Understanding (MOU) with IIM Bangalore. This request was conveyed after the Vietnamese delegation was informed about the Post Graduate Programme in Public Policy & Management (PGPPM) of the Centre for Public Policy, and other specially designed training programmes being conducted for MBA students from the University of Mandalay in Myanmar. The President was also informed of the various types of training courses and specially designed pedagogy that caters to the needs of a variety of groups of management professionals and other regular students.

The HCMA, for its part, trains all levels of officials from the Vietnamese Government and the Party, who are identified as potential high achievers within various bands, in identified economic, political and public administration spheres.

A draft MOU was sent, and subsequently discussed over the last month between the CPP at IIM Bangalore and the HCMA, Hanoi through the Ministry of External Affairs, Government of India. The draft was cleared by the authorities on either side on November 18, 2013.

The MOU was signed in New Delhi, by Prof Devanath Tirupati, Director (In-Charge), IIM, Bangalore and the Vice President of HCMA, Prof. Truong Thi Thong, in the presence of Prime Minister Manmohan Singh and H E Nguyen Phu Trong, General Secretary of Communist Party of Vietnam, on November 20, 2013.

The CPP at IIM Bangalore has been identified as the nodal point for the operation of the MOU from the Indian side, while the International Cooperation Division of the HCMA will be the counterpart from the Vietnamese side. The two are expected to hold further discussions in the near future.

The signing of the MOU is the culmination of efforts launched in March 2012 during the visit of the Deputy Prime Minister of Vietnam to IIM Bangalore and subsequent steps taken by the Centre for Public Policy at IIM Bangalore and institutions concerned in the Governments of India and Vietnam.
