GOI & IIMB workshop on Financing Strategies for State Action Plans on Climate Change

The workshop on Financing Strategies for State Action Plans on Climate Change jointly organized by the Ministry of Finance, Government of India and Indian Institute of Management Bangalore (IIMB) and supported by DFID was held at IIMB campus on September 17, 2012. Dr A Damodaran, Professor Economics and Social Sciences at IIMB, and Rajasree Ray, Additional Economic Advisor coordinated and steered the workshop. The workshop was the first of one of its kind where key stakeholders discussed and proposed options and strategies for financing SAPCCs that had been formulated by 22 States of the Indian Union.

Honourable MPs Sandeep Dikshit from East Delhi Constituency; Jayaprakash Hegde from Udupi Chikmagalur Constituency and Prakash Javadekar addressed the delegates on the importance of development and  livelihoods in relation to SAPCCs at a Special post Lunch  Session.

The chief recommendations of the Workshop were that while public financing was the core mode for funding SAPCCs there was also the need to explore the role of the private sector and multilateral development agencies in supporting the Action Plans. The principles of allocation of funds for the SAPCCs needed to be based on the idea of integration of SAPCC to the development processes. The workshop also highlighted the importance of decentralized approaches to SAPCC at the local level with special focus on local self governments, whose financial resource base had to be re-assessed and improved.
