Dr. Chirantan Chatterjee presents paper at Stanford University Conference on ‘The US Patent System in an International Perspective’

FEBRUARY 16, 2016: Dr. Chirantan Chatterjee, Faculty Member, Corporate Strategy & Policy, IIM Bangalore, was recently invited to present his paper titled, ‘First-Mover Advantages Before and After TRIPS: Evidence from the Indian Pharmaceutical Industry’ (see: http://papers.ssrn.com/sol3/papers.cfm?abstract_id=2154510), at a special conference organized by the Hoover IP2 Working Group, Hoover Institution, Stanford University. The conference was held on January 11 & 12, 2016 and was themed on ‘The US Patent System in an International Perspective’.

The conference began with a welcome address by Dr. Stephen Haber, A.A. and Jeanne Welch Milligan Professor in Political Science, Economics & History and Director and Peter and Helen Bing Senior Fellow, Hoover Institution. Some of the other papers presented during the conference were on Patent Claims and Patent Quality, Declared Essential Patents, The Market Impacts of Pharmaceutical Product Patents in Developing Countries: Evidence from India, The Language of Trust and Reciprocity in Patent Markets: A Sociological Analysis of Property Rights on Messages Resolving Uncertainty in Exchange in Ideas, Pushing Patent Boundaries, and Insider Trading and Innovation.

The attendance in the conference including those of presenters, discussants and moderators was only by invitation. It included senior academicians from the Stanford Institute for Economic Policy Research (SIEPR), Stanford University, National Bureau of Economic Research (NBER), Hoover Institution, New York University Law School, Stanford Law School, Pennsylvania Law School, University of Chicago Law School, Harvard Law School, Stanford Graduate School of Business, George Washington University, Yale University, Haas School of Business, University of California, Berkeley, University of Hong Kong, US Patent and Trademark Office (USPTO), Boston University & George Mason University, among others. Dr. Chatterjee was the only presenter from India.

The Hoover Institution is a public policy think tank promoting the principles of individual, economic and political freedom. It works as a research institution, located at the Stanford University in California. Hoover IP2 is working to review the premises of the US patent system and to address questions of scope, specification, duration and economic impact of that system.

Dr. Chirantan Chatterjee’s research, like his presented paper at Stanford, employs insights from empirical industrial organization, applied microeconomics and strategic foundations of industries, to examine the trade-offs between access, innovation and welfare in global pharmaceutical & healthcare markets. He has published in the RAND Journal of Economics, Journal of Health Economics, Brookings Press, NBER & Economic & Political Weekly. In 2015 his research was cited on the NSF Science of Science Policy website (http://www.scienceofsciencepolicy.net/node/9484). In 2015, Dr. Chatterjee conceptualized and chaired the 1stIndia Conference on Innovation, Intellectual Property & Competition (www.iimb.ac.in/iipc), a first of its kind international innovation policy conference in India, supported by Qualcomm Inc. & Tata Trusts. Dr. Chatterjee also created the first ever Massive Open Online Course (MOOC) on healthcare markets in India in 2016 available through IIMBx (https://www.edx.org/course/healthcare-india-strategic-perspectives-iimbx-st260x).
