Selected papers presented at the annual conference have been edited into books.

The collection of papers brings out the complexities in public private partnerships (PPP) in terms of types, conceptualization, structure, institutions and financing. It covers a broad sweep ranging from infrastructure to services and utilities; from global to Indian states. The methodology is primarily empirical but the thrust is on conceptualization of PPP in its various forms and frameworks.
PPP is still a practitioner's field, but is growing in size and significance. It is a solution for the failures of the public system and consequent privatization. It is a major attraction for policy-makers and funding agencies, given its middle-of-the road approach. The papers in the book were selected from a conference on PPP held by CPP at IIMB in 2008. It seeks to raise several important conceptual issues and addresses some of them.

The book contains a selection of papers presented at the Third International conference on Public Policy and Management held in 2008 at IIMB on Urban Governance and its multiple perspectives. The papers are grouped into sub-themes of Urban Growth and Plan, Governance through Partnership and Participation, and Financing Infrastructure. These papers are written in the context of providing for urban growth and infrastructure through better governance and financial reforms. With several cases from developing nations, the book dwells on policy as well as implantation and the governance of the same in terms of institutional process, partnerships and participation, and financial reforms. It brings in fresh insights on partnerships and participation in relation to governance. One of the highlights of the book is that it looks at financial mobilization and reform as a strategy for governance and how these itself can be an instrument of governance.

In India, policy study has not received as much attention as it ought to have. Policymaking has two aspects: the technical aspect of developing technically sound policy proposals, and the entrepreneurial and political aspect of getting policy proposals approved. The policy professional in government or the policy entrepreneur outside the government has to be much more than a policy analyst; he needs to have a good understanding of: how the government functions, how policy decisions come to be made, the environment in which the government is embedded, the interplay between the government and the environment, and how the interplay affects policy choice. By illuminating this critical, but neglected, area of policy-making, this book fills a critical gap and that too at a time when policy training, education and research are poised for a great leap forward.

The papers in this volume were prepared under ADB's technical assistance and one of the Hub institutions that helped put the volume together was IIMB. Contributors included Professor Chiranjib Sen and Professor Subhashish Gupta from IIMB. The volume deals with critical issues concerning trade policy, industrial performance, and private sector development in India. It discusses the infrastructure bottlenecks that have constrained high growth in manufacturing and in the services sector and highlights the fact that inadequate infrastructure impedes growth of exports and that the public sector alone cannot meet investment requirements. The volume also addresses urgent issues constraining manufacturing growth and exports. These include the role of small-scale sectors in supporting growth and exports and non-tariff barriers in India's export destinations. It underlines the ongoing debate to understand the link between trade and income distribution. This is an important issue in India because the Eleventh Five Year Plan emphasizes not just high growth but inclusive growth. The book is a useful reference for policy-makers. It also helps students and researchers of trade and development economics identify and analyze key issues in this area.

Based on documentary analysis and interviews with regulators, government, utilities and stakeholders, it tries to unravel how regulation is shaped by institutional and political context, how regulators make decisions in practice, and how they engage with stakeholders and with what effects.
