“Farm to Frontier approach will create high quality jobs and turn ours into an innovation driven economy”

Minister of State for Civil Aviation, GoI, Shri Jayant Sinha, addresses IIMB students in a special lecture on India’s development dilemma and the way ahead

11 September, 2018, Bengaluru: “It is all about productivity which impacts prosperity. Getting more people into high output activities and industries will be a massive boost for the economy as well as living standards,” said Jayant Sinha, Minister of State for Civil Aviation, Government of India, during a talk on ‘Farm to Frontier: A Unique Model for India’, at the IIM Bangalore campus, on September 11 (Tuesday), 2018.

Having toured the campus earlier and interacted with the faculty body, the minister started his talk by expressing his appreciation for the IIMB campus and said: “All of you are lucky to study or teach here.”

He said that his talk was based on his experience, especially during the last four years as a policy maker and Lok Sabha member, about challenges that India faces, the policies adopted and his vision about the way to move forward. “I work on a development model for India. India’s development dilemma is everyone wants steady, secure and good jobs, but there are not enough jobs. There are regional disparities too. There is resource shortage and Indian GDP is low”.

In such a situation, he pointed out, unlike the ‘Farm to Factory’ approach which recommends fast urbanization, his ‘Farm to Frontier’ model, which focusses on the productivity/output frontier, aims to boost skills, tools and resources of the workforce. “The ‘Farm to Frontier’ model will get more and more people into high output industries. We need to work on people who are low on skills, enable them through the market ecosystem, thereby helping them raise economic output.”

The government has a major role to play in this, he observed. Government needs to help jumpstart the market ecosystem for frontier industries, provide market capital, and provide human capital. He suggested that these can be achieved through efficient taxation, appropriate negotiation, technical standard, clear contracts and product definition, information sharing, payment systems, adequate financing, and global benchmarking. “We have to focus on technological interventions to leapfrog. Government needs to focus more on education too, among handling other challenges,” he added.

He summed up his talk by saying that the ‘Farm to Frontier’ approach is what India needs more right now – it will create high quality jobs and will turn ours into an innovation driven economy.
