The paper argues for a renewed emphasis on hydro generation, with a concerted effort to tackle the environmental issues. It also argues for dropping the concept of State Level planning for power sector so that the generators can be located near the minesf mouth or hydel locations and electricity wheeled to distant load centres through high voltage transmissions.
