Research & Publications Office to host seminar on ‘Practice-driven Academic Research in Supply Chain Management, and Telecommunication Network Planning’ on 25 July
The talk will be delivered by Prof. Ramesh Bollapragada, San Francisco State University
21 July, 2025, Bengaluru: The Office of Research and Publications (R&P) will host a seminar on, ‘Practice-driven Academic Research in Supply Chain Management, and Telecommunication Network Planning’, to be led by Prof. Ramesh Bollapragada, San Francisco State University (Marketing area), at 11 am on 25th July 2025.
Abstract: In this talk, Prof. Ramesh Bollapragada will present highlights of his practice oriented academic research over two major projects motivated by his work in Supply Chain Management and Telecommunication Network Planning.
Project 1: Inventory Requirements Planning Methodology at Bell Laboratories
The inventory requirements planning (IRP) system is a decision-support tool that Bell Labs has used to determine its buffering requirements for parts in a time-phased provisioning system. It measured the deviation of actual supply and demand from their planned values and, using the historical profile of these deviations, determined the safety-stock levels needed to meet the desired service levels. In doing so, it quantified the relationships among the inventory drivers: supply intervals, demand and supply variability, desired service levels. It used these drivers to identify and drive initiatives to improve processes to reduce uncertainty in the provisioning process. Several Lucent locations have used the IRP system to realign inventories and to improve service in various manufacturing and distribution facilities. The IRP system’s value has been recognized through several awards. It also contributed to Lucent’s receiving the Malcolm Baldrige Award (as a part of AT&T Corporation) and subsequently the INFORMS Prize.
A total of four high quality academic research papers motivated by the above work are published in Management Science, Interfaces and IIE Transactions on Scheduling and Logistics.
Project 2: Network Planning of Telecommunication Wireless Networks
In the paper, the researchers present network planning methodology for Broadband Wireless Service Providers. Broadband networks generally consist of an access component (wireless access), a concentration component (a wireless aggregation point or hub), a service routing or distribution component (a central office or metro switch), and various combined or separate distribution components (a long-haul backbone data or voice network). Because access, aggregation and routing or distribution vary greatly in requirements, the researchers developed a method and platform for planning the components of fixed-wireless-broadband (FWB) systems for local loop access.
The network planning methodology is implemented in four phases: scenario planning through forecasted demand of buildings, cluster analysis to identify pockets of demand, hub configuration planning (hub engineering), end-to-end economic analysis of networks and network architecture design. The service providers who have implemented this methodology have achieved tens of millions of dollars increase in annual service revenues with the help of this network planning platform.
A total of four high quality academic research papers motivated by the above work are published in Interfaces, INFORMS Journal of Computing, Operations Research Letters and Decision. In addition, two United States Patents resulted based on the work of Prof. Ramesh Bollapragada on the above-mentioend project.
Speaker Profile: Dr. Ramesh Bollapragada is a Professor in the Decision Sciences department of the College of Business, San Francisco State University (SFSU), San Francisco, USA. He also serves as the Director of Research at the College of Business. Earlier, he was a Research Scientist at Bell Laboratories, Lucent Technologies in Holmdel, NJ. He has a B Tech and MS in Electrical & Electronics Engineering from India and a MS and PhD in Management of Manufacturing and Automation from the Graduate School of Business and School of Computer Science at Carnegie Mellon University, Pittsburgh, USA.
Dr. Ramesh Bollapragada’s research interests are in the areas of scheduling and economic lot-sizing, forecasting, inventory and supply chain optimization, telecommunication network planning, transportation, quality management and outsourcing. He has received several academic awards and management awards during his industrial career. In academia, his most important award is the ‘Distinguished Research Professor of the University’ in 2014 given across over 1000 full time faculty at San Francisco State University, awarded by the Academic Senate of the University. Research & Publications Office to host seminar on ‘Beyond the Storm: Climate Risk and Homeowners Insurance’ on 29 July
The talk will be delivered by Prof. Varun Sharma, Indiana University
27 July, 2025, Bengaluru: The Office of Research and Publications (R&P) will host a seminar on ‘Beyond the Storm: Climate Risk and Homeowners’ Insurance’, to be delivered by Prof. Varun Sharma from Indiana University (Finance & Accounting area), at 12.00 PM on 29th July 2025, in Classroom P22.
Abstract:
The research seminar examines how, using detailed policy-level data and natural disasters as the empirical setting, insurers adjust pricing and claim rejection practices to account for climate risk. The research reveals that insurers raise premiums in both disaster-affected and unaffected regions following a disaster, while claim rejection rates rise only in unaffected areas. These spillover effects depend on consumers' price sensitivity; less price-sensitive homeowners in unaffected regions see higher premiums, while more price-sensitive ones face increased claim rejections. The study also finds that insurers’ financial constraints influence these outcomes: during periods of financial pressure, insurers increase premiums across the board, while in less constrained periods, they primarily adjust rejection rates in low-risk areas. The findings underscore the growing influence of climate risk on insurance dynamics, cost redistribution, and homeowners’ access to protection in both high- and low-risk zones.
Speaker Profile:
Prof. Varun Sharma is an Assistant Professor of Finance at the Kelley School of Business, Indiana University. He holds a PhD in Finance from London Business School and is a CFA charter holder. His research spans financial markets, intermediation, climate finance, and insurance, and has received notable academic recognition and media outlets. Prior to his academic career, Prof. Sharma was a Senior Manager and Associate Director in PwC’s Risk Advisory practice in London, where he provided strategic counsel on financial risk and regulatory compliance to Fortune 500 banks and financial institutions.

Research & Publications Office to host seminar on ‘True Liquidity and Fundamental Prices: US Tick Size Pilot’ on 30 July
The talk will be delivered by Prof. Tarun Chordia, Emory University
25 July, 2025, Bengaluru: The Office of Research and Publications (R&P) will host a seminar on, ‘True Liquidity and Fundamental Prices: US Tick Size Pilot’, to be led by Prof. Tarun Chordia, Emory University (Finance & Accounting area), at 11.30 am on 30th July 2025, at P22.
Abstract: The researchers develop a big data methodology to estimate true stock prices and liquidity, explicitly accounting for rounding effects from the minimum tick size. Applying this approach to the tick size pilot (TSP), which increased tick size for randomly selected stocks, they found that the TSP boosts market-maker profits but does not enhance liquidity. This result aligns with theoretical predictions but contrasts with prior empirical studies. The rounding-adjusted liquidity measures, unlike traditional metrics, capture TSP-induced trading restrictions and reduced inventory holdings of market-makers and exhibit less dispersion across exchanges, thus validating the methodology and the accuracy of the researchers’ refined liquidity measures.
Speaker Profile: Prof. Tarun Chordia received his PhD in Finance from the Anderson School of Management, UCLA. Prior to his doctoral studies, he worked for Citibank as a Relationship and Credit Manager in the Financial Institutions Group. He has been an Assistant Professor of Finance at the Owen Graduate School of Management, Vanderbilt University. He joined the Goizueta Business School at Emory University in 2000.
Prof. Chordia’s research is grounded in both theory and empirical methods and spans a diverse area of Financial Economics. He has published extensively in top finance journals, including The Journal of Finance, Journal of Financial Economics, The Review of Financial Studies, Journal of Business, Journal of Financial and Quantitative Analysis, Review of Finance and Management Science. He has received numerous awards for his research on empirical asset pricing and market microstructure. He has been the Managing Editor of the Journal of Financial Markets and a past Associate Editor of The Review of Financial Studies. He is on the program committee for numerous conferences and is a referee for several journals.

Although the selected papers are not published in any journal, the abstracts however, are put together as part of the conference report which is mostly limited to organizational reporting.
The theme: ‘Rethinking State Capacity in Delivering Public Policy’
The modern state is anchored by regulations, schemes, organization and broadly, public policy, whose effectiveness is driven by the state’s capacity to deliver on its intentions. Development of theories and frameworks around State Capacity is an ongoing academic exercise. Building on State Capacity as a theoretical construct forces one to think about implementation issues, ex-ante, and if the same could be tackled by innovative design. Evidence around the world speaking of such innovations in State Capacity would be one way of looking at it. Monitoring, evaluating and learning from existing schemes, missions and programs and their lessons towards understanding existing State Capacity, could be another. State Capacity’s role in fostering economic and social development cannot be understated, but equally, the challenges of Politics and Political Economy need to be factored in while enunciating it.
From frameworks for expanding primary healthcare systems towards universal health coverage to strengthening informal labour markets, addressing climate change, advancing agriculture and financial inclusion, exploring pathways to a just transition in the face of socio-environmental changes, the exploration of State Capacity spans a wide array of critical themes. This conference will include research papers and practitioner case studies tackling these issues, among others, building towards an ongoing corpus of literature in and around State Capacity in delivering Public Policy.
